The Australian COVID-19 vaccine claims scheme: A case of administrative burden and exclusion

Abstract
Policy research on administrative burdens and citizen-state relationships has grown steadily since the introduction of the concept (Burden et al., 2012; Moynihan et al., 2015). Burdens have been documented in the form of entire complex welfare systems (Carey et al., 2021; Herd and Moynihan, 2019), down to single forms required by governments (Brown et al., 2021). This literature demonstrates that by making administrative systems burdensome, particular groups struggle to access them. Herd and Moynihan (2019) have called administrative burdens ‘policymaking by other means’. This paper examines whether burdens operate to create ‘administrative exclusion’. It uses the case study of the Australian COVID-19 vaccination scheme to demonstrate how administrative systems can be constructed in ways that give the appearance of government support, but in fact preclude and exclude meaningful action and state responsibility. We highlight that administrative systems require careful examination because even those that are described as traightforward (Hunt, 2021) can employ exclusionary tactics in efforts to contain government spending and curb government responsibility.
